I'm glad to hear he is not finding it too strenuous. The programme at Harrogate is developed to gradually build fitness levels - we don't want to start out too hard and cause injuries, therefore it has been specially designed by Sports Science programmes. I would tell him to enjoy himself for now and look for extra ways he can develop if he wants - I know they can do Duke of Edinburgh, play sports, run and visit the gym/pool.
I hope he enjoys it and has a successful career, Harrogate is an amazing facility 😀
