There is next to zero chance, the army wants you to be as qualified as possible before deploying their troops anywhere.
Before any tour there is a specific amount of training to complete also. -

How long is the trainning before being deployed to those places and can you refuse to go if you are scared of

Uncertain of the time frame however if youre scared of a terrorist group perhaps the army isn't the best choice for you.
