I'm interested in serving as a regular officer, and would like to know the minimum service length. I read that it's 4 years including Sandhurst, but it's unclear if you can hand in your notice after 3 years (inc. Phase 1) and leave after 4, or if you can only hand in your notice after 4 years.

You can sign off (hand in your notice) after 3 years, but you won't leave until completing 4 years. To simplify: the notice period at any point in your career is one year, and you cannot hand in notice until you have served 3 years.
Reserve liability can vary depending on individual circumstances, but normally, if you were to leave after 4 years you would incur liability for another 6 years.
