What do officers do when they aren’t being deployed and how often/ how long do they get deployed for typically?

I wish to become an officer in the royal engineers.

Hi, i can't speak for exactly what RE officers do but more broadly, officers manage people. Engineer officers have an oversight of what their soldiers do but the soldiers are the subject matter experts and the real 'hands on'. Officers will need an overview and in certain cases deep knowledge (but you will be trained) but officers are there to ultimately be the decision makers - hence for certain situations officers will be trained in certain fields. Usually Junior officers manage the welfare and career management of their soldiers, the training. As you get more senior you become more desk bound or go into specific niche roles. Regardless of what officer rank you are, you are there to look after soldiers - whether that be hands on in units/on ex / deployment, writing policies etc. There is a huge huge range of different things you do.
Officers get deployed as much as soldiers and for the same length of time - this will depend on what you're doing - could be anything from 6wks to 9mths. I hope that helps. If you google Army Officer - Royal Engineer it might give you a bit more info on the British Army website.
