Yes anyone who joins the Army can become an NCO provided they meet the correct requirements. You would not be able to become a NCO during training, however some job roles give you automatic promotions after completion of training, if you do not qualify for that you will have yearly reports which will determine weather you are a suitable candidate for promotion, this may take a few years to achieve.
