The Army does accept people who can't swim and there are plenty of serving soldiers who can't swim, are very weak swimmers, or individuals who are scared of the water. During Basic Training you will have to do you a basic military swim test but as a non swimmer the Physical Training Instructors will look after you. Chances are by the time you leave basic training you will be more comfortable and confident in the water. There are plenty of army swimming instructors around also. Take the opportunity and learn to swim - it won't cost you anything but could open things up to you that you may not have considered before in terms of different adventure training experiences.
