I am unsure if you can change cap badge whilst in Harrogate as I went through Pirbright and it may be slightly different. There were people who did change cap badge whilst going through Basic Training but this was very much dependent on qualifications and how full the job they wanted was, sometimes it can be difficult.

Yes you can transfer capbadges whilst at Harrogate.
There is a process to go through, it isn't an immediate thing, as you have to write a letter stating why you wish to leave the capbadge you have already picked and state why you have decided to go with your new choice. You also have to sit an interview.
