I finish y13 next June, when is the right time to apply as a regular? as id like to go in after i finish y13

Hi, my advice would be to start the application process sooner rather than later - you will be looking at adult soldier entry (18+). You can, on the whole, drive how long the process takes, when you go to the Army Assessment Centre etc etc. You determine when you actually join the army so can pass everything now and defer actually starting until you are ready to whether that be straight after finishing Yr 13 or 6 months+ later.
