During phase 1 and 2 training you usually need to live on base, but once you are working in your role then no, not usually. If you are married, have children, or in a long term relationship you may be able to live in service families accommodation which is usually off site (although close by). If you are single and do not have children you usually have to ask permission to live off base, but I've never heard of anyone who has not been allowed to live in their own home/private rented accommodation if that is what they would prefer to do.
