    I had this idea of warfare restricted to train lines where public transport is available of course but that and the underground seamed like a appropriate boundary to mitigate civilian casualties ect is this so absurd?

    Unfortunately, warfare is not simple enough to trust that an enemy would restrict themselves to certain areas like in video games, however, the Law of Armed Conflict does seek to mitigate civilian casualties through the principle of distinction.
