I have tried numerous times to reapply but the option remains unavailable. The decision appears to be final despite being told the application was on hold. Is there any way I can overturn this decision? I have been medically and psychologically cleared by the appropriate professionals.

As more than a year has passed you should be able to continue with your application. As Graeme said you must continue with the ongoing application on the same email address. If you start a new application on a different email address you will have to go through the same process and I'd imagine you might even end up with another year deferral.

There will be a contact telephone number to call. This is where your application would be sent based on the postcode you used at the time of applying.
