Could engineers be part of the army ?

It depends when you're joining, and what you want to be: Infantry and Royal Armoured Corps train at Catterick. If you're under 18 it's Harrogate, or if you're joining as an Officer, it's Sandhurst. Everyone else trains at either Pirbright or Winchester.
Yes, The Royal Engineers are a part of the Army, and there are engineering role in other areas, too.
