When can I apply from a commonwealth country?

In my personnel opinion there is no better career stream. Opportunities for travel, sports, driving licenses and self development are extremely accessible to all. The ability help and save others over years has been a personnel highlight to myself.
We have a small dedicated team that look at all the applications and they don't inform anyone once it is reopens. All i can suggest is to check the website daily so you know day 1 when it opens. Due to the high volume of applications from the Commonwealth it tends to close as quickly as a few days. Hence the unfortunate closure.
