For the driver role in army reserves do I need a driver license beforehand? can the licence you receive be used outside?

Beau, thank you for your question.
You do not need to join with a driving licence before joining. As a Driver, you'll get your B, B+E, C, and C+E licences on civilian vehicle (which will appear on your DVLA issued driving licence (so yes, you can use it outside the Army) before you go onto learn how to drive military vehicles.
