There are two answers to this question. The first is during basic training. Here there might be times when you are not permitted to go on your phone, but the days are so busy you won't notice and this will only be for relatively short periods.

The second answer is once you have completed basic training then yes, you can absolutely go on your phone. The only real exception is if there are security reasons why it might not be permitted - but these are usually only when on certain types of operations or in very specific locations.
