Can I serve in both the regular and reserve forces at the same time?

For instance, can I serve in the army full time and the navy reserve, or as a different cap badge?

No - this is not possible. The Reserves work alongside its Regular counter parts therefore to serve in both doesn't really make sense. If you are torn between capbadges it might be due to different expertise or different parts of the job however there are many courses that are open to soldiers regardless of capbadge so you may be an Army chef for example but you might go and do a Communications course (just as an example) so you get the best of both worlds or you could be torn between REME and RA but you could be attached to an Artillery unit as an example.
