All soldiers and officers can have an input by completing what we call a posting preference but ultimately the service needs comes first. What I would say though is that as a veterinary officer your options will be very limited.
As for me, I have been very lucky. As RMP we move every 2-4 years and I have been fortunate enough to be posted to places that have been on my preference sheet. There has only been one occasion that my posting was changed but I still had an input into where I went.
I echo what Greg says - we get a variety of choices but ultimately the needs of the Army comes first. You will have a smaller amount of options as a Veterinary officer but will still have a say. Officers postings tend to be 2 yrs max - after a year in a job we start looking at what jobs are next.
