This all depends on operational requirement whilst in station you can put down preferences on where to go, you may not always get your first choice if spaces need to be filled. As for being deployed sometimes they will ask for volunteers and other times a whole unit will be be deployed, so you will not always have a choice but when they can give you a choice then they will.
