Yes you are.
When you've completed basic training you can come and go as you please (as long as you're not on duty). Phase 2 training and some other courses sometimes have a curfew.

That's right, once you've passed training the working hours are similar to any other job. When you're not on duty (e.g. exercise or guard duties) your time is your own.
