I am afraid I don't have much experience working with Environmental Health technicians, however you are correct in that the they often go out on with the reconnaissance team, whether they then go on the deployment is likely to vary. For smaller short term deployments they may not be required for the duration, however larger longer term deployments may need them for the duration (or for parts of it), it will depend on the risks identified and whether these require regular assessment and review or not.
